Gender Perspective: a Need for Human Development
First International Symposium on Gender and Health

At the dawn of the 21-century the world is deeply involved with the processes of adjustment originated by globalisation. Neoliberalism is the cause of much of the internationally experienced social disadjustment. The region of the Americas has been affected by these processes, as have other areas of the third world. Gendered poverty, lack of protection for children and adolescents, and individual health concerns of persons whose basic needs are not quite met are amongst the realities we have to face in the new millennium.
Male and female gender are conditions constructed by each society. Because of this they can change and become the object of political formulations. It is known that the social construction of gender and different approaches to development influence greatly the state of health of a population. Due to this, it is necessary to incorporate gender into any analysis of health conditions, research on epidemics, policymaking, design of health programmes, the organisation and administration of health services and the establishment of norms for serving the public. This is a necessity if we want to avoid the reproduction of roles that accentuate differences between the sexes and undermine women at the different stages of her vital cycle.

Objectives of the meeting:
* Share the Cuban experience in municipal development from a gender perspective.
* Share the experience of the countries of the region in terms of development, equity and welfare.
* Discuss the main challenges faced by health systems in order to incorporate the gender perspective into policymaking and the development of strategies that favour holistic and integrated human development.
* Find out the experiences of international organisations and encourage o-operation to face the problems of women, children and adolescents in the new millennium.

* Including the gender perspective in local development: experiences and impacts.
* The contribution of the gender perspective to the general improvement of the attention of reproductive health.
* Health policies for the welfare of women, children and adolescents.

KARAT Coalition
A Network of Women's NGOs in Central and Eastern Europe (international co-ordinator: Kinga Lohmann)

Karat coalition is a network of women's NGOs from thirteen countries of Central and Eastern Europe, some of those organisations participated in the NGO Forum (in Huairou) of the IV UN Conference on Women. The mission of the coalition focuses on working towards promotion and achievement of real gender equality through publicising the "Platform for action" - a final document of the IV World Conference on Women in Beijing (1995) - in Central and Eastern Europe, and promoting the problems of women from the region on international forums. The members of the Karat Coalition monitor the implementation of the ‚Platform' and the national plans for action.

KARAT was created in February 1997 at a meeting in Warsaw. The coalition works towards a change of the socio-political position of women in the region strengthening the women's NG0s in the process of democratisation. One of the significant tasks is to work towards a strong participation of the region.

The activities are co-ordinated by a regional co-ordinator currently in Poland. Besides the international activities KARAT coalition does a strong national lobbying co-ordinated by the national co-ordinators.

Apart from the main project: "Central Eastern European preparatory process for the Beijing+5 and its follow-up", the Karat Coalition also runs smaller informational projects as a website. A discussion forum and a quarterly regional bulletin in English are in planning.

Transeuropéennes - Women's Actions Across Borders

Following the conference organised by Transeuropéennes in Royaumont in December 1999 on the topic: "Women activists in conflicts : a democratic perspective for the Balkans", women activists from all countries of former Yugoslavia and Albania have met again, at the initiative of Transeuropéennes, the Open Society Institute Macedonia and thanks to the support of the Council of Europe and the French ministry of foreign affairs, in Mavrovo, Macedonia from 27th April to 1st may, 2000, discussing "how to face community pressure?".

This second meeting has resulted in the will to take action together and to reinforce the solidarity network that was already initiated in Royaumont. The following text, brought out at the end of the meeting, constitutes the basis for a common commitment.

Mavrovo declaration

In light of the fragmentation processes at work both within and between Balkan societies, as well as the various pressures that individuals are facing, and from a perspective of resistance, we resolve to take action in keeping with the following platform:

* acknowledging individual responsibility as the necessary step towards assuming the risks of facing our own reality and that of others,
* developing a network of solidarity to support one other in taking those risks,
* coming into the public sphere and into visibility,
* crossing both symbolic and territorial borders;

in order to attain the following common objectives:

* overcoming both visible and invisible community pressures, which are intimidating and which deny individual choices,
* releasing ourselves as individuals and opening up space for others,
* refraining from judging the experience of others, the fear and the pain of the other being unquestionable,
* building trust and recreating space for communication and movement;

we propose the following initiatives, drawing upon local and regional resources:

* border-crossing actions,
* peace and gender education within the NGOs networks of various countries,
* gender-sensitising of the electorate,
* educating women politicians for political action on the basis of the agreed charter,
* any and all other actions which are civil tools opposed to armed communities (and including writing, learning, meeting, travelling, raising awareness).
